The Rotary Club of Hibbing and the Hibbing Chisholm Rotary Club will jointly host a delegation from the Russian Federation Sept 23 to Oct 1 though the Rotary International Open World Program.
 

This delegation will be an Accountable Governance theme, with a focus on community economic development. This group may include delegations of national- or regional-level leaders and policy experts involved with policies affecting local self-governance

In June 2003, Russia enacted legislation on local self-governance that vastly expanded the number of municipalities and gave local governments both more autonomy and more responsibility for basic services such as local public transportation, emergency services, garbage removal, and water. Although the legislation is still being implemented, new and established local governments need to hire and train staff; take on new budgeting, planning, and service-delivery responsibilities; promote local business development; and become more proactive, responsive, and accountable. 

 Local programs on accountable governance will focus on administrative capacity-building, service delivery, community economic development, and local-government finance. Possible topics include local-government budgeting, accounting, and auditing; government-employee training; government recordkeeping; revitalization planning; state-local relations; public-private economic development partnerships; issues surrounding the use of eminent domain for economic development; election procedures; and citizen participation in government. Programs will emphasize the particular types of local governance and economic development activities being undertaken by delegation members.
